Members must keep their Hilton Honors account active in order to keep their Hilton Honors Points. Under the new policy, if your account is inactive for 24 consecutive months, your total Point balance will expire.

Is it correct? Would registering without actually qualifying get the account extended for another 24 months?
Further down in the same page, it does not mention "register for a Hilton Honors promotion":

If you do not have eligible activity in any consecutive 24-month period, your accumulated Points will be subject to forfeiture. To keep your Points balance active, a member may take one of the following actions:
- Stay at a hotel or resort within the Hilton Portfolio, thus reactivating membership; or
- Earn Hilton Honors Points through any third-party source of Hilton Honors Point accumulation, such as the use of a Hilton Honors American Express Card; or
- Purchase Hilton Honors Points;
- Failure to take action (a), (b), or (c), described above will result in the forfeiture of all accumulated Points. After five years of account inactivity, Hilton reserves the right to deactivation your account.
