I'd almost guarantee the USA where the tipping culture is reaching a frenzy.
The last few Courtyards I have stayed in since my stay was short I didn't get any housekeeping during the stay and my room was not exceptionally clean to start with. And in Atlanta at least the Marriott near me advertised recently for $20 an hour housekeeping jobs. While that's not a huge wage it's also not what tipped positions are paid. My friend the hotel manager also tells me that he's paying a lot of overtime which would be $30 an hour... And I am suppose to tip for this subpar service?
My contractor who is far from the cheapest option around told me people have tried to tip him (He tells them it's not required as he charges for his services)
