Surnames are not likely to be the primary criteria for flagging transactions as fraud. In your case, you are managing the account of 1 other person, and gifting flights to 1 person. It's normal, and what the Third Party Nominee is intended for.

In the OP's story, the "travel agent" is Nominee for multiple unrelated BAEC accounts, and someone managing flights for 25 families with millions of Avios more unusual. Not that it's automatically suspicious, since I'm sure BA has plenty of well off customers with large extended familes who use someone to manage their travel.
