A foreign credit card in Argentina uses a dollar rate called "MEP" which is about AR $1,150 to USD $1. Visa and Mastercard are widely accepted and tap to pay with cards or phones is almost universal. I was there in August for two weeks and didn't bother exchanging USD to local currency other than to load up the transit card (SUBE) which can only be done with cash at metro stations and most kiosks all over Buenos Aires.
