Following the link bolded above on "earning on partner flights booked on alaska" shows that partner marketed and operated flights that are purchased on alaskaair.com will earn per "Earning on partner flights booked on Alaska" chart which is 250% EQM in this case.
That was my reading of it as well, although the terms do seem to contradict themselves.
