As mentioned above, Belize. Coastal areas are english-speaking for those who may be put off by language barrier. Only caution as for noise is to maybe avoid San Pedro. As for safety, seems to be very good as long as one avoids Belize City (one can skirt around it from BZE) and near the Guatemala border.
