The problem is the terms and conditions still have this clause: "For flights marketed and operated by a partner (partner two letter code precedes the flight number), and booked on alaskaair.com, see chart below in Earning on Partner Flights booked via Partner Sites for mapping of fare class to cabin by partner." And this pretty much contradicts the terms you posted so its very unclear what happens if you book via an AS channel but without AS codeshare. Im guessing you get hosed and it just gets the same miles if booked via the partner site in which booking via AS channels is pretty much unusable for majority of international fights and/or the cost for the codeshare is way too high.
