In my recent experience in Germany, at every sit-down restaurant I went to, the server had no problem adding a tip on their portable credit card readers, but you'd have to specifically tell the server "make it an even 40" or "add 10% for yourself" or whatever. That's different from the usual practice with portable credit card readers in the U.S., where the server will usually present the device to the diner with a "select a tip amount" screen showing.
