My local Taiwanese friends have long eliminated Shilin from their night market to-go list. It's too touristy and dominated by "chain" stalls. They've suggested smaller ones such as Ningxia and South Airport (Nanjichang). I've also been to Lehua which is also very local. All 3 of these are relatively small but have a more interesting mix of independent shops.
