I encountered the same issues with Avios/QCredits upgrade but I tried Mozilla on Windows and suddenly it did work to upgrade.(Used Safari + Mac before). Logged In > Dashboard right top > Trips > Upgrade now. (Make sure your trips are added/visible as well) It seems there is some golden path that has to be followed before the upgrade screen actually works.
And yes, you can see the upgrade amount/availability even when there are 0 miles in your account.
