Time for a couple of semi-wild guesses here....
I believe that when Milt Kuolt started up Horizon Air with several Fairchild F-27 airplanes, the airline initially only operated service within Washington state. Horizon Air then introduced DC-9-10 jet service (and I think the DC-9 was actually operated by another air carrier under contract to QX but I cannot recall its name). So perhaps Horizon Air was still technically an intrastate airline when it began operating flights with a DC-9.
The other air carrier that comes to mind is Hawaiian Air as I think the DC-9-10 was the first jet equipment operated by this air carrier. I believe Hawaiian Air initially only operated scheduled service within the state of Hawaii and was thus technically an intrastate airline via its interisland route system.
As I mentioned above to jrl767, it appears that I was a bit too vague in formatting this question. I should have indicated "pre-deregulation" intrastate carriers.
Too late now though, so it's probably best to acknowledge this omission and withdraw the question. That said, the two pre-deregulation airlines I was looking for were Air California and Hawaiian.
FWIW, I never thought of Horizon as an intrastate carrier, though I'd have to agree that at the time of their start up, they evidently were. Certainly, by the time they commenced jet service in 1984, they had been serving Oregon and possibly Idaho for at least a year.
As to their first DC-9-10, it was leased from All Star Airlines. I logged a flight on it between Pasco and Seattle back in October of 1984. Unfortunately, it was never painted in Horizon's attractive orange and red livery as its time with Horizon was fairly limited.
Another post deregulation "intrastate" carrier that commenced jet service with the DC-9-10 might have been Emerald Air out of Texas. IIRC, they did a lot of feeder work within Texas for Pan Am and Continental, before eventually branching out independently to serve Kansas and Nebraska. I recall one of its flights out of OMA to DFW once being the subject of a question here.
