As stated by others, the few people who still go there on business. Kirby isn't seeing the demand to keep more than minimal routes to China right now, there's no point in flying planes there at cut rates if they can earn more with those same planes filling demand to other places.
Most people I know who travel to China in paid Polaris have access to corporate rates that are a LOT more attractive than even the lowest published fares.
