I initially enrolled in 2012 at the Detroit office while living in Massachusetts. My two renewals both happened after moving to Washington; neither needed an in-person interview. My parents moved from WA to VA after they both got NEXUS - for their most recent renewals, one did need an interview (scheduled one in Blaine and came back for a visit) and the other didn't. I don't think the moves had any effect on whether or not an interview was required.
