In my recent trips, MPC has worked really well in avoiding long queues - in some cases you use same line as GE. MPC was recently extended from U.S. citizens to Visa Waiver Holders but has not been very well publicised, which also helps!
Can save most of the details in advance on the app but you should only complete/submit on arrival (I understand it actually allows 2hrs before you present yourself at the desk).
