Arriving on BA into PHL; using the Mobile Passport App with ESTA

It was horrendous at PHL yesterday afternoon

Only about 4 immigration kiosks open those of us in the ESTA queue had to join eventually the US queue but we appeared to remain stationary

No officials came over to tell us what was wrong

Eventually a lady came over and said that if you had an ESTA you could use the MPC (mobile passport app ) and upload your passport and photo and join the MPC line! A few of us did this and escaped the tensa lines and were through immigration in minutes!

On landing the IFM had mentioned this but it the way she worded it it sounded like it was for US citizens only!

Is this a thing at every US port?

I remember in the early days of ESTAs it was possible to get through very quickly at some US airports. I seem to remember LAX being quick

To add to the wait Ubers were taking 25 mins to get through the traffic into the airport
