I would just Grab from KLIA. Choosing a Budget Grab is RM75 + RM10 toll so a total of RM85.

As for Four Points Chinatown, very walkable. Across the street is Penrose (No 8, in Asia's 50 Best Bars)

Plenty of other funky places to eat in the area, I didn't try the street food however.
