Works just fine on PVG-ICN-TYO (or PVG-ICN/GMP-KIX). So it's not that AS won't let you stop over in ICN.

Maybe some weird cabotage thing? Technically PVG-XXX-TPE is "China" (as far as the Mainland Chinese are concerned).
