Pretty sure a frequent flyer with a good spend but mostly on discounted air fares will have a much lower chance of getting GS, than a less frequent flyer with the same spend but with refundable, top-dollar flights.
I have been GS since 2013 and also have my full mileage plus history since 2013.... there were definitely years where a majority of my spend was P or Z fares so I am not convinced that you spend have to be all C or D for example.
In 2013 I had 117 segments with only one C fare, which was the highest fare I had for the year. Mostly P & Z.
