It's intentional and is related to restrictions put on the codeshare, both between the two carriers and with the Government.
There are a few cases where there are restrictions on codeshares on US flights (and plenty when abroad, nee Air Canada's recent fine), but generally they're just blanket approvals. The difference here is having the codeshare on the flight and actually being able to sell the flight in a specific market.
