Do you actually see a routing from PVG to TPE that changes planes in ICN? All I see is PVG to TPE on CX via HKG. From what I understand, you can only have a free stopover on one-way routes that include your stopover destination. The flights I saw from PVG to ICN were nonstops; so by definition, no stopover. I don't think you can just make up whatever routing you want. There has to be a pre-existing route.
