It has been a tactic for the best part of 20 years so it really isn't anything new.

Your family member will be able to select from available seats without extra charge from 24hrs before departure when online check in opens.

On the other hand they're more than welcome to part with extra cash now if they're worried there won't be a seat for them.... but they really don't have to.
