The times I find myself having to call in to change instead of rebook (or even to enquire what the current rate is), is when I've booked a suite where there is only one in the hotel, or all suites of your booked type are full, and so you can't make a new booking without first cancelling the existing one, and that's just dangerous. In those cases, I have to call in to ask for the rate to be refreshed on the existing booking. I wouldn't take the chance of cancelling what I have, and then hoping I can rebook it.
I've called to change when for instance I just want to delete one night or add one night or move by 1 night etc and when doing so if ive often asked for comparison with cancelling and rebooking and there has never been a difference indeed. In my experience change is just calculated as difference in bookings costs.
