Would someone who reads Japanese be able to help me navigate that PDF? What I can't understand is if the two listed entities are specific branches or general businesses under the Toyota umbrella. I've translated those two entities (Toyota Mobility Service Corporation and Toyota Rental Lease Tama Co., Ltd.), but haven't managed to track anything down with those terms. Any insight would be greatly appreciated. Thanks!
While I don't have time to research this in great detail for you, just on the surface, both entities are listed as corporations（株式会社）and not as branches. I'm not sure how knowing whether one is a general business or a branch under the Toyota umbrella will help you. I would suggest calling these reservation numbers listed on their English website
0800-7000-815 (Toll-free within Japan), or＋81-92-577-0091 (from outside of Japan). They should have English-speaking Japanese staff, otherwise I don't think they'd list the numbers on their English website.
