I've seen years where DAY-DCA is moderately priced (never cheap) and DAY-IAD is still stupid expensive. And similar stories with other metro areas with alternate airports. Previous Fiscal Years I could only justify flying into LAX usually. This FY, the City Pair Fares to Burbank and Ontario are reasonable enough to make them usable when heading up to Edwards and BUR and ONT are far more convenient so that's been quite nice.

Not that I'm aware of. And I certainly have seen it not work the other way when airlines advertise nonstop service with high fares and then drop the nonstop service during the FY (or don't offer daily nonstop service - just nonstop service some days of the week). And some routes may have a nonstop but its not practical for USG travel but the bid is "won" based on the nonstop. E.g. CVG-LAX. CVG-LAX departs early in the morning and the only return is a redeye. Sometimes I see people utilize the early AM CVG-LAX flight but almost never use the redeye because gov't travel regulations allow for the traveler to stay an extra night if travel would otherwise occur outside of normal duty hours. Of course the connecting options price the same as the nonstop since it's a contract rate. While I catch this for the routes I utilize, I have to imagine when GSA is evaluating thousands of possible city-pair fare options and bids, there's a bit of simplified approval that doesn't have the bandwidth to analyze the unique aspects of every city-pair fare combination that's been bid on.
