Based on my recent experience, if the airline you are travelling with is not subscribed to the electronic reconciliation system (and bear in mind the subscription may only apply to the terminal from which the airline operates), you'll need a check-in staff issued boarding pass, or a home printed pass stamped by check-in staff.
Indeed, appears that usage of e-boarding passes at Changi is dependent on the airline being registered / linked into the local system.
IIRC, MH was not registered in 2020 (or 2021?) when I flew out of SIN at that time, but eBPs were usable at least before Aug 2022.
