Is SEA an ITI airport?

Will be flying through SEA on the last leg home next year, AF => DL (or rather OO for DL), both int'l flights. Does SEA have ITI for my itinerary so bags don't have to be collected? Reason I ask is that we're planning to buy some duty-free alcohol (probably not available at home). It was posted earlier that STEB bags are only good for connecting domestic flights.

The duty free liquids were purchased internationally and you are traveling to the United States with a connecting flight.

Just wondering if we'll get a chance to stash the duty-free bags in checked bags after clearing U.S. customs or do the bags go straight to the connecting flight.
