yes, "at some point in time" but in the meantime, PZ>0 and there will be travelers on the wiatlist.

What evidence do you have to support any of these statements?
The earlier thread shows it happens repeatedly.
The evidence shows agents have been told to wait until the computer clears -- which can be hours. Other times it can be less and you may never seem PZ>0.
There have been suggestions that, at times, GS and perhaps 1Ks, are manually cleared and PZ is never opened.

The old premerger UA system operated closer to what you suggest but it has been explained the present system is not real-time but a batch process approach

Postulating something without evidence and supporting data does not make a strong case.

There are plenty of frequent (at least in the past) upgraders whose experiences suggest upgrades are not regularly instantaneous
