What I suggested was that the property is actually doing something favorable for the guest (offering a $35 "universal credit" as a welcome gift). I'm not sure if that's what the OP was saying, or if he is saying that the "daily 35 USD food and beverage credit" can be applied against the $35 destination fee (it canceling itself out)
The $35 f&b credit is not an elite benefit, it's one of the benefits included with the destination fee. This is quite common at Marriotts and Hyatts lately (though the amount varies). With inflated prices, it typically works out to be worth maybe 1/3 of face value. It would not incent me to stay here in the slightest.
