In my case that is correct I got a manual $75 refund to my card (3 days x $25) as they already had charged breakfast to me and my card. This might have been a one off mistake I don't know. So I wouldn't assume without further data points that my experience is universal.
Edit I just noticed that OCs September post earlier in thread also mentions a $25 breakfast credit and they are Titanium so I'd say the credit is a thing.
