Probably true but I have done this when I am sitting at one on the upgrade list and always afraid (perhaps foolishly) that when I cancel it someone else when slid in and grab it during that brief period I have cancelled it. Also, I have had to do it when one seg cleared for sure. If I get into this situation again I probably will do just as you noted and try a cancel request and then reapply.
