Yes -- if you only have $500 in total referrals then you won't get a 1099 ($599.99 or less)

Chase will only send a 1099 if you have a combined total of $600 or more in referrals (across all your cards) and some special promos (like bonus for paperless statements which has no spend req) linked to your SSN
