There are certainly times where PZ is open but people are still waitlisted.
Inventory management and clearing of upgrades seems to be separate processes.
Maybe normally, it is done in sweeps similar to CPUs but sometimes a human just pushes it through like at the airport.
It's hard to figure out a black box.
The result is kind of the same. You keep looking for PZ and try to grab the upgrade if you see it. Otherwise hope for the best
Typically it's done by automation, basically as you describe: separate processes. One computer decides it's time to allow some upgrades, but then a different computer has to wake up and actually process them.
Humans mostly are only involved only at the gate (then it's still kind of automated — only triggered by GA), or when you request an agent's intervention (phone/chat/twitter/etc) for whatever reason (which, of course, they have to buy into).
