When PZ space opens up, that space is absolutely not "automatically and instantly assigned to those on top of the waitlist." In fact, it can -- and often does -- take hours for the waitlist to clear once PZ has become available, during which time it's possible for an enterprising user to jump the waitlist, either by canceling an existing waitlisted award and re-applying or by applying an award for the first time.

There are certainly times where PZ is open but people are still waitlisted.
Inventory management and clearing of upgrades seems to be separate processes.
Maybe normally, it is done in sweeps similar to CPUs but sometimes a human just pushes it through like at the airport.
It's hard to figure out a black box.
The result is kind of the same. You keep looking for PZ and try to grab the upgrade if you see it. Otherwise hope for the best
