The facts tell a different story.
Is opening of PZ and then clearing upgrades something an automated algorithm does or something that is done by a human or both?
There are certainly times where PZ is open but people are still waitlisted.
Inventory management and clearing of upgrades seems to be separate processes.
Maybe normally, it is done in sweeps similar to CPUs but sometimes a human just pushes it through like at the airport.
It's hard to figure out a black box.
The result is kind of the same. You keep looking for PZ and try to grab the upgrade if you see it. Otherwise hope for the best
