I must admit I didn't check, since I assumed Nepal and Qatar in the same zone. By distance LHR-DOH is the much longer sector.
According to the documentation I found
UK is in TC2 , Europe Sub Area
Qatar is in TC2, Middle East Sub Area
Nepal is in TC3, South Asian Sub Area
For MSC, for travel between TCs, the carrier providing transport between TCs is the most significant carrier
else If travel is within a single TC but between sub areas, then the carrier providing transport between sub areas is the MSC
otherwise airline providing travel on 1st international sector
In this case, QR is providing transport between TC2 and TC3 , so despite that LHR-DOH being the longer sector, it is not the sector that determines the MSC
QR's allowance of 30Kg would be correct to be applied. For a passenger holding OW Emerald status ( as per OP) , this would increase by 20Kg to give a total allowance of 50Kg
