Well, yes, people have differing opinions, primarily because what you've written is categorically false.
When PZ space opens up, that space is absolutely
not "automatically and instantly assigned to those on top of the waitlist." In fact, it can -- and often does -- take hours for the waitlist to clear once PZ has become available, during which time it's possible for an enterprising user to jump the waitlist, either by canceling an existing waitlisted award and re-applying or by applying an award for the first time.
