There are no guarantees but IME if other rooms will show up its over the course of "hours" not "minutes" partially due to the influences of that mentioned up thread so the timing of those events will influence when rooms may enter the pool of availability. Sometimes none of those events happen and thus the list of rooms just doesn't change.

I may be overly IDGAS about upgrades but if there's a room available that I find acceptable I will grab it for OLCI, upgrade or no. I have been upgraded after OLCI, I have been not upgraded after OLCI but I'd rather grab a room I like when it's available than risk getting the first floor next to the ice machine just because of the possibility of maybe missing out on an upgrade but to each their own.

Yes, but I also don't completely understand why someone would explicitly pick a room they didn't want during OLCI -- I mean if I'm shopping I don't just grab something I hate off the shelf for the sake of making a selection -- but this may be more of a "I don't understand people" thing than a Hilton-specific thing.
