Was this ticketed via an agency / OTA? I think it should have been ticketed as 2 x 32 kgs, given that BA is the more significant carrier here. Or 2 x 23 kgs, with status waiving the higher weight fee. But the ticket is the first thing agents see, it's usually correct, so ideally in this scenario you ring up a few days beforehand to get it corrected. And you may still want to do this, since at KTM they will be heavily guided by what it says on the ticket.
Given that Nepal is in TC3 and both UK and Qatar are in TC2 , then since QR is the airline providing travel between TC2 and TC3 , would that not make QR the MSC and so the QR baggage policies apply
