It happened to me ex-Bangkok at their First Class checkin as OWE in economy. I was only a kilo over and they relented, but they did ask me to weigh my roll-aboard. However, it should be a non-issue as I don't think there's a mechanism for BA to issue a ticket on QR without luggage included.
