Only if the return sector is within ~18 hours of the time you are in the DUB lounge. The lounge agent cannot assign seats until the booking is in the DCS.
This will work for UK and US flights to DUB. Not sure if the agents in DUB have access to flights departing mainland Europe in the DCS. It’s a long time since I was close to that stuff.
