Even with the recent changes, you still need a UK access code for the little one (and pay £42).
Then once you progress the application on the CBP TTP site, you enter your own KTN partway through the application (when it asks for details of parents). That reduces the $120 fee to $0 at the end.
So the "free" element from 1st October only applies to the US CBP fee - the UK fee is still required/payable.
