UK citizens, regardless of age, must first obtain a UK Access Code before applying for Global Entry.

Global Entry for UK Citizens - How to Apply for Global Entry
Citizens of the United Kingdom are eligible for Global Entry. UK citizens are eligible for Global Entry, but must first apply with the UK Home Office before submitting a Global Entry application. UK citizens will apply through GOV.UK and pay a £42 processing fee. If the applicant passes the UK vetting, they will receive a “UK Access Code,” which applicants will enter when applying for Global Entry through CBP’s Trusted Traveler Programs (TTP) website.
