I've had this before too. I don't like rooms on the first floor. Sometimes I've been given a room on the first floor via OLCI and I have no option to select another room (this is always at a Hampton or maybe HGI - usually Hampton). I learned to NOT PROCEED with OLCI if I don't like the room options available. It just isn't worth it. I too have been given that line "you picked the room, there is nothing we can do about it." Oh really- about your "satisfaction guarantee..."

Ironically sometimes when this happens if I try OLCI again later on, there will be a better variety of rooms available.
