The rule is that your PIR has to be arranged through the airline you travelled with, so raising one direct with BA will only see it closed with no action taken. As above, keep the details updated and you’ll get the bag eventually. It’s fine to say you’ll pick it up at the airport, delivery is more for your convenience than anything else. If the report already says delivery in Mexico there’s every chance BA will just put it on their own direct flight rather than sending it via Spain.
i wouldn’t have though of that much if a recent event hadn’t show that to be completely true. BA lost a niece’s bag LHR-AUS, and said first it was already on a flight arriving later…then it was on the next days flight…then they couldn’t find it. She remained in contact, and updated the delivery address to the MSY area, and finally the MSY airport when it became clear it might only arrive the evening before they flew out to Florida. In accordance with what had been entered, the bag arrived direct from LHR (seven days after flying), was held at the MSY baggage office, and successfully recovered two hours before she flew onto Florida.
