OLCI operates the seat map, on a % of seats avaiable. So for arguements sake if &lt;10% of seats are unallocated. It will not offer you the seat change. If &lt;10% of seats are available, more than likely it is very close to the the flight closing. At the airport agents busy checking in pax. Therefore you could see the seat map, with five empty seats, hit refresh and suddenly all the seats have gone.

The last thing we wanted was the pax, seeing an empty seat selecting it, hit confirm, only to find it is gone, select another empty seat...thats then gone as well.
