I can read it without Google translate. It doesn't say is the exact start date or with an immediate effect. If it's the case the Danish foreign ministry would have posted that we don't need a visa to go to China.

The China visa office in Copenhagen is still selling tourist visa and not a single word that we don't need a visa if we stay less than 15 days. It doesn't matter because I will try my best to avoid China.
