SK clearly intends for some people to "win" this, because the negative publicity if they're found to have just been baiting people will be terrible optics.
SK is using this contest to "plumb" the Skyteam partner acceptance of the SK FF numbers for free by riding the customer enthusiasm.
They also set unrealistically high bar for the 1 million mile prize. I expect that quite a few of those aiming for the 1MM will get *something* (in particular - 100K).
I don't think "bad publicity" here means as much as some assume. It's a small forum, the existance of which is, generally, unknown to most traveling public. That some crazy professional flyers didn't get the highest prize they hoped for based on whatever technicality is just not going to move them very much, and not even going to make a tiniest dent in SK's reputation (whatever it may be).
