That's going to be TECY but that's just from reading what you have said, which is a far better piece of intelligence then anything that I can dig out of the computers. And to repeat the point often made, when a captain speaks to you, either directly or via the pre-flight briefing, that is always the very best information about the reason for delay or cancellation, and therefore it should be noted down at the time.
