I had the same problem in a first class seat from LHR - ORD. 2x2x2 configuaration. No part of the seat would budge. Maybe we should have applied more force, but the FA gave up. I complained and asked to move to an empty seat in the last row of the F cabin. The FA said it was for the pilot, a rest seat, so I couldn't have it. I complained a bit more, and she eventually relented (I don't remember if she checked with the pilot or not). I'm still not sure whether I should feel guilty, or inappropriate in some way, taking that seat...
