Received a response less than 12 hours later stating they can't approve the online access because "It is not applicable to apply for the online service function if the member has only earned Award miles from joining online or filling in completed data in the account". Obviously my note was ignored. Sigh.
Update: I transferred 1000 Citi TYP to my wife's Eva Air account, waited until the miles posted, and re-submitted the Online Services Request. This time it worked! Received an approval email ~12 hours later.
Thank you for this tip, saved me a lot of hassle. Took me about a week to do this due to wait times for processing at BR's end, but could do it all online myself
Set up accounts for the family (4x) for an upcoming award
Transferred 5k from citi to my account
Submitted Online services form via email
Got a link to confirm online activation
Added the other 3 accounts as nominees
Transferred 1k into the other 3 accounts
Submitted Online service request for each of the 3
Got links to activate the rest of the accounts
Added my account as nominee on each of the 3 accounts so can transfer miles back again
