The two Deltas closest to my home base are new-builds. Of the one I've stayed at, I'd be hard pressed to differentiate it from a new-build FS, aside from the lounge/elite breakfast situation, which is to be expected, considering it is a difference in the brand standards. I am aware that a good number of US Deltas are reflags, and I don't know the breakdown between 'tatty old' and not, but there are definitely some gems around.
